How about challenging everyone to dress as royalty (Lords, Ladies, and so on). Have one stipulation: All costumes must be assembled from things found at pound shops, charity shops, or from old things round the house or from someone else’s castoffs.
Costumes would probably be well within the budget of all, and no one would feel too bad if they had little money to spend.
A note at the bottom could say, "Dirty old trainers okay–its not our feet that matter"
Maybe awarded titles for the best, worst, most imaginative, etc. if that’s within the rules.
